The Economic Research Forum (ERF) is undertaking a major research initiative with the objective of scaling up and enhancing the quality of economic research in and about the Arab World. The driving force behind this multi-year multi-themes initiative is to lend support to the process of economic and social development in the region by providing well founded policy advice. This Research Initiative for Arab Development (RIAD) will be implemented over the next 3-5 years and is supported primarily by the World Bank and the Arab Fund for Economic and Social Development. Research under the initiative is intended to be both rigorous and policy-relevant. The initiative covers a number of priority areas: equity and inequality, regional integration, natural resources and economic diversification, environmental economics, and institutional dynamics. Progress has been made with respect to equity and inequality as well as regional integration, and work has been initiated on the other 3 themes. This workshop is a component of a research project that falls under the theme of regional integration and focuses on Arab passengers' airlines framework and performance. The project is led by Khalid Sekkat, building on the work done on the liberalization of services. It aims at developing a better understanding of one particular service, namely the airline industry. It assessed the welfare impact of observed changes in the framework governing the airline industry, for example, airline agreements, alliances etc, on firms and consumers. The analysis covered Egypt as a pilot case, Morocco, the UAE and Jordan, along with a comparative analysis of the country cases. The methodology paper is prepared by Khalid Sekkat (ERF). The pilot study is prepared by Noha Samy and Khalid Sekkat (ERF). The contribution on the construction of the restrictiveness index for Arab airline markers is presented by Touhami Abdel Khalek (INSEA). The country case studies and the discussion about the implementation of the research methodology in the other Arab countries will be introduced by Touhami Abdel Khalek (INSEA), Nesreen Barkat (To Excel Consulting Associates), Adla Ragab (Cairo University) and Jay Squalli (American University of Sharjah).
